Tsuzuki Asato was new to Ikebukuro and the first thing he wanted to do when he arrived was go someplace quiet. He headed to South Ikebukuro park and sat at a bench and stretched his legs as he stared at an odd statue and contemplated things. He had been transferred in from Shinjuku just recently and he was due to start at the Ikebukuro police department very soon. His unique abilities allowed him to know when a person lied, excepting a true sociopath anyways.

The emotional range here was calm at least...well for now. He'd heard many things about how insane this town could get and the cops at his new precinct warned him about numerous aspects including Shizuo Heiwajima, Izaya Orihara and some black biker. He worked in homocide though and unless one of them killed someone he wasn't too worried about anything but so far as he knew the rates here were fairly low. If only he wasn't dragged in on so many unrelated cases...

He closed his eyes emerald green eyes, enjoying the sunlight on his face as he breathed deeply wondering if he should find someplace to eat or a grocery store or...something.

The sound of footsteps grew progressively. Instead of the simple bustle of a crowded city, the noise of a stampeded broke through the air. A woman, absolutely tiny in size and stature, went sliding across the rough stone ground in the park. She adjusted the two braids of light brown hair that hung from her scalp and pushed a set of brightly dyed bangs out of her vibrant, gold eyes. She straightened her blood stained lab coat speedily before grabbing a small black bag from it's spot near a cascading fountain.

'Okkote Monsuta' was embroidered in dark red on the breast pocket of her coat. Her kind eyes grew wide with fear as she glanced at the swarm of muscled men running forwards. Okkote held her bag in front of her nervously, wincing as one of the herd grabbed the woman by her belt. The others scrambled to grab her bag, tearing through it sharply.

"Where's the stuff, bitch?" the man lifted Okkote off the ground, furious.

Tsuzuki was rather alarmed by the sudden change in atmosphere and then all the shouting. He looked over to see a young woman who appeared to be in trouble very nearby indeed. He stood and frowned, suddenly glad he'd had the foresight to wear his gun belt. They were illegal here in Japan...unless one was a police officer anyways. He made his way towards the group and frowned. They were big, but he was certain he could take them on if a fight broke out too.

"Is there a problem here?" He asked, his voice loud enough to be heard clearly by the men present. He was out of uniform, but he carried his gun and badge everywhere he went...even on moving day.

"A-absolutely not!" Okkote said, laughing slightly as if everything were perfectly fine. She'd seen the glimmer of a badge on the man's belt, which would bave been fantastic for her if she weren't the person at fault. She knew a police officer would not approve of her current actions. Selling drugs to a gang was an offense, regardless of the context. Whether or not the drugs were harmless, the officer of the law and the burly men in front of him were about to find out Okkote carried a lot of them.

The gang men, completely ignoring the police man and his gun, turned Okkote's bag upside down. A large amount of snack food and surgical equipment came tumbling forth, scalpels and packages of melon bread clattering against the stone floor. The young woman winced, realizing how much junk food she ate as three half eaten bags of barbecue potato chips crunched upon the ground. And finally, as Okkote feared, the leader of the husky men pulled a small syringe out of the bottom of her purse.

"Yes, sir. This woman is in possession of a very dangerous drug." he cackled, crooked, yellowed teeth pulling to get her to form a smile.

Tsuzuki frowned, his gaze shifting between the men and the woman. This was definitely not his day...
"I see, well then I'm going to have to ask why you were chasing her down for it...if it's so dangerous why not report her to the police instead? Why chase her down like this?" And why so much melon bread? He didn't say that one out loud but it was interesting to say the least. Not to mention all the surgical instruments. Either way he had an obligation to find out what was going on here and how to resolve the issue. Preferably without having to arrest anybody.

"They aren't actually dangerous..." Okkote shrugged, still being suspended in the air by a tough looking goon. She normally would have protested to be held in such a manner, but she'd been running around in high heels most of the day and found it nice to have a short break. She licked her ruby lips, staring at her collection of food with excitement. Okkote decided she'd try and find something nutritious as soon as the current issue resolved itself. Most situations she was weaved into didn't cause too many problems. The pharmaceutical company she worked for had a way of persuading the police whenever she got into serious trouble. Okkote grinned rather cockily before speaking,
"I engineered them myself."

'Is that so?' He thought. He wished he could just buy it but he was an empath after all and as a result could feel every emotion from every person right now. He didn't like these goons, they were full of greed and violence. This woman wasn't too much better and his unnaturally green eyes carefully moved over both her and the men who had chased her. She wasn't evil per-se, just...very cocky and sure of herself.

"Right. What does it do?" He asked then, partly to determine if it was dangerous and partly to satisfy his own curiousity.
"And...put her down would you?" He asked, eyeing the large goon, grateful that his reletively small stature made it easy to underestimate his strength.

"Oh! No, no, no! You can keep me in the air." Okkote clung to the man's heavy arm. She wasn't about to loose such a comfortable perch, and she had the sinking feeling that he was going to throw her to the ground in protest of the policeman. The twenty year old stretched out with a yawn and a satisfied smile as the henchman grabbed her belt once again.
"To answer your inquiry, just about everything. It causes the greatest sense of ecstasy and a wondrous burst of strength and energy. I was able to cut out most the addictive and dangerous properties and chemicals, leaving you with a safe compound."

Okkote beamed at the officer in a strangely carefree manner. It seemed that she hadn't honestly taken her situation into full account. But, then again, Okkote hardly ever took anything seriously. She'd been doing things of ill repute for far too long of a time to still have all of her wits. The woman had indulged in the worst of things since a very young age, mainly the use of drugs. Which had ruined most of her superior genius.

Oh dear. Bursts of ecstasy was one thing, but a burst of strength and energy could be bad indeed. It was hard enough to deal with criminals who were hopped up on the street stuff, but something like this?

"Right I can tell you're intelligent, but you're a bit...I don't know. Yeah, put her down. Though I still want to know why you lot were chasing her?" He asked, one eyebrow raised at the men. He was going to have to at least interrogate the woman furthur and obtain a sample of this drug for analasyse by the police laboratories. They would need to know exactly what they might be dealing with after all and file reports for the government to decide whether it should be legal or not. Tsuzuki shuddered to think of the paperwork.

"Well, I am intelligent! Once, I was a genius. I still am, but just a bit less fantastic." Okkote grinned, her yellow eyes glinting in the light. The man placed her on the stone floor, wearing a look of deep anger. His boss cracked his knuckles out of boredom and let out a scoff. The mousy scientist took a seat on the ground after a moment of silence. She glanced up at her last syringe, contemplating whether she'd be arrested or not for injecting in front of a cop. It only took a few moments for her to decide that it was a less than good idea, but the fact that it took her more than a second meant her mind was in bad condition when it came to reality. Most of the time, Okkote lived in her own sort of strange world where up was down and front was back.

"No reason, officer. No reason at all." the leader gave his gang a crooked smile before they dispersed in all different directions.

Tsuzuki frowned now, but he was glad they dispersed. he really would have hated it if he had to fight...he scooped the last syringe up himself though deciding to take that in at least.

"I'm confiscating this from you," He said with a sigh. So many snacks...was she really eating all of these? If so it was a wonder she was so small.

"Bah... Fine." Okkote skulked. She ducked down to gather up her snacks and surgical tools, carefully making sure the steel hadnt been dented or pricked. The woman might have had to run into surgery sometime soon, so all her wares had to be in perfect shape. Despite seeming rather arrogant, Okkote secretly cared a great deal for human life. It was her ulterior motive for creating such powerful drugs. That way, addicts could get their full without accidentally overdosing and dying in some pitiful street corner. As she held her last piece of melon bread, hoping to place it back in with her items, she noticed the policeman eyeing it slightly.

"Want some?" Okkote held out a tiny, childlike hand.

"N-no thanks, I was just wondering why you had...so much? It sems a woman as small as you wouldn't possibly manage to eat so much... ah... no offence of course," He said as he watched her pack away all her tools.

"Oh, that's like two months worth of food for me." Okkote pulled off her labcoat to reveal a raven colored romper. She stuffed it in the bag along with the rest of her items, careless towards how messy the container was. Okkote attempted to snap it shut again, but her efforts were to no avail. Being so small, she lacked all strength. The woman began bouncing up and down on her purse in hopes of closing it.

Tsuzuki rolled his eyes a little before he gently reached passed her and snapping it shut with one hand. He was abnormally strong after all, but he wasn't entirely human either.

"There," He said softly.

Okkote gave her policeman acquaintance a skeptic look. She drummed her fingers on her thin, ruby lips as she pulled the bag from his grip. Somehow, the man stood out just a tiny bit from others. Especially his strength. Not even some of the strongest people she knew could close her bag when it was as unkempt as she normally made it. Okkote hated to admit it, but she cluttered things up on purpose. Her entire apartment was a mess of papers and charts and used surgical equipment. It somewhat reminded her of how scattered her mind was. Years of drug abuse had made her drifty and strange, but had left her genius surprisingly untouched.

"What is it exactly that you do?" Okkote inquired. She had begun to walk in circles around the man, raising one eyebrow quizzically.

"I thought we established that I'm a police officer?" He asked now, returning her question with another. One eyebrow raised slightly and his emerald green eyes followed her closely as she circled him. He noted her intense curioustiy now focusing in on him, though if she asked what he was his answer would have to be a lie. It was 'top secret' according to the police chief as well as every government official who had every learned about him. Beings like him were rare to say the least. He realized she could have been reffering to his department of course, but he chose to beat around the bush intentionally.

Okkote paused mid-circle. Now she could tell there was something he was trying to hide. It was clear what job he partook in, even the drifty scientist knew he worked for the police. Her original question was what department, but soon became much more sinister. Okkote straightened herself out so her head was closer to his. But, in reality, she hardly reached his chest. A bit upset about her height, Okkote balanced on her tip toes to reach his shoulder.

"Allow me to rephrase... What exactly are you?" the female glared deeply into his eyes.

Ah, yes this one was sharp.
"I'm a homicide detective," He said evasively, though his tone was a bored one. She did intrigue him though, someone so scattered and yet focused was very rare. The only reason Tsuzuki had his job though was because of his abilities as a living lie detector that was more accurate than any machine in existance. After all, emotions told so much more and even a sociopath couldn't hide from him. His own rap sheet was probably longer than this womans and she was clearly not the most legal creature alive.

"I see..." Okkote rubbed her chin in curiosity. She could detect the dodging gleam in his eyes, ignoring the nonchalant tone he'd taken. The young scientist relaxed a bit, however, glad that the man wasn't some run-of-the-mill cop. Anyone like that would probably just ship her off to jail with no real investigation. Okkote had a decent amount of knowledge about the police force, seeing as she used associate with them in an unwanted manner rather often, so she was near positive that a homicide detective wasn't going to be some pig. In fact, he was almost undoubtedly a very smart man.
"I bet it's something rare and fantastic! I promise I won't hunt you down if you tell me." Okkote poked a finger into the man's sternum.

He blinked, and frowned at her a little.
"You think I'm something other than human? Interesting theory you have," He smirked a little, and sat down on the bench, stretched out a little and watching her more closely now.
"For someone so scattered, you can be surprisingly focused," He commented lightly.

"I'm a scientist! You have to be both mad and centered to do what I do. I'm sure you, of all people, would understand that." Okkote grinned, revealing a bit of her dark side in every shown tooth. She'd never honestly tell someone how insane she was, but it happened to be implied in almost everything she did. The female trotted over to sit as well, perching herself on the back support instead of the actual seat. She stared at her new companion for a long moment before speaking again,

"Facing death everyday must take a toll on your mind, hm?"

"Hm? I prefer to focus on the fact that I'm getting dangerous people taken off the streets and saving others from the same fate. Besides, it may seem terrible but after a while you get used to death," He said. He didn't need her to tell him she was nuts though, he could feel it in her emotional patterns. Dangerous? Potentially, though Tsuzuki was nearly certain she wouldn't harm others with out a very good reason... what she decided was a good reason was something he was less certain of.

"And you? Don't you feel concern for how this drug could affect things?" He had a feeling she hadn't thought of everything...

Okkote rested her chin on her left hand. She'd never honestly given much thought to the effect her drugs would have on people. Other than, of course, how the human body handled them. There had been trials and guinea pigs and all sorts of experiments to make sure her compounds were as safe as they could be, but such testing didn't explain what repercussions would occur on society. Okkote thought for a long moment, however, she didn't focus on her inventions. It was more on what the man next to her might be. She knew all about the headless rider, what probability was there that another mystical being lived in Ikebukuro? Perhaps it was just her frazzled mind, but there was something vaguely off about the policeman.

"Eh, I've done enough life saving in my day. It's not my fault that the pharmaceutical company wants to sell it. You've got a great way of thinking about things, by the way." Okkote stated off into the sky.

"Mm thanks, but even so. That drug might be safer for junkies, but what about when they then commit a crime to pay their bills or their habit? The drug makes them a bit stronger as you said right, meaning that we police officers have a harder time of things." He iasked now. He wanted to have her see it from his perspective. He had seen more than one fellow officer die because of a new drug some criminal was hopped up on. He hated seeing that the most, the people behinde these drugs never thought to how it would affect others, only the money that could be made. Okkote was correct of course about Tsuzuki being not quite human, though he wasn't like Celty either. His father was the one that was supernatural though what he had been even Tsuzuki was uncertain.
