Kokkaku's body changes often as she periodically starves herself due to low self-esteem. She inherited her mother's American build and feels inadequate when placed in a room of Japanese girls. Her large thighs are the main source of insecurity, because everyone else seems to be so thin. She has large breasts and an almost flat stomach. Kokkaku has a huge scar running from her left cheek to her right across the bridge of her nose from getting too close when her brother was swinging a shovel. Her face is childish with full lips and thick eyebrows which she finds unattractive and fusses over daily.

Brown and curly, Kokkaku often refers to it as a mane because she adores lions. She refuses to brush it in the morning because it looks terrible when tamed.

Kokkaku detests the Raira uniform, refusing to wear it despite constant detentions and lectures from teachers and principals. Instead of conforming to everyone else at the school, she wears a pair of red and yellow plaid pajama shorts and a V-neck black tee-shirt. She sometimes wanders around Ikebukuro in a white robe spattered with scarlet paint on the weekends. It's her distinct philosophy that people should only dress in things they'd be comfortable sleeping in. She also despises shoes and goes barefoot.

What brings them to Ikebukuro?:

Kokkaku and her family came to Japan for a manga festival when she was only four. Being a very eccentric man, her father stupidly spent all their money on first edition books and figurines. The entire family spent a week walking around Tokyo in hopes of finding a job or a place to stay during which Kokkaku's mother died and her brother was kidnapped. Her father found work at a run-down sushi restaurant in Ikebukuro after a long grieving period. Kokkaku lived in an abandoned building for six years until her father had enough money to send himself back to the states. He left his daughter with no money or help for another two years. When she turned fourteen, he enrolled her at the Raira Academy. Kokkaku's father sends money from America to the same abandoned building they lived in.

Other:

Kokkaku's father forgot her age when registering her at Raira, therefore she was put in a class for fifteen year olds. 

She still lives in the same abandoned apartment building and allows different gangs to rent it for meetings. Sometimes, she records the meetings and sells the information to Izaya. 

Kokkaku idolizes Shizuo to the point of obsession. 

When bored, she goes undercover as a member of another gang. 

Kokkaku is street smart and witty. She has the deep belief that you can't learn anything from school and despises her father for sending her to Raira. Her personality is very strange and she doesn't understand whether certain things are acceptable or not because of neglect. She acts childishly and has a short temper but she is actually kind and well-mannered. She has acute paranoia because of her brother's untimely death and is always apprehensive when opening doors because of this. 

She sometimes wears a pair of black roller skates instead of going barefoot because if she were attacked on the street she would have the upper hand. 

For fun, Kokkaku enjoys scaring people and reading manga. She also goes out and adds to her graffiti mural every night. In fact, inside of her building is covered in doodles of lions because they fascinate her. 

She only drinks things that are highly caffeinated and, for this reason, stays up for days at a time do strange things like plotting world domination, laughing for hours on end, and playing music unexplainably loud.

Scientist, working for a pharmaceutical company. Okkote also acts as a doctor on occasion, but only if it involves surgery.

W.H.I.T.E.O.U.T. Okkote heads the Research and Development section. She joined when she was sixteen and is now considered an elder due to her age. Okkote trains others in surgery and experimentation when she can.

Physical Appearance:

Okkote is the definition of mousy. She has a cutesy face with a small nose and large eyes. Freckles decorate the her cheeks, which are childish and puffy. Okkote's body is thin and weak. She's flat chested and had formless legs. Her hands and feet are those of a ten year old which causes a bit of distress. She has a scar on her stomach from the appendicitis surgery she had when she was five.

Yellowish gold. One of her pupils takes up nearly all of the iris while the others is tiny. 

Hair color/style:

Okkote has light brown hair which she ties in two thick braids. She has bangs which swoop around to frame both sides of her face. They're dyed with the colors of the rainbow to signify her gang.

Clothes:

Okkote wears two blue bows in her hair at the base of her braids. She dresses in a black romper and ties a blue belt around her waist. During surgery and experimentation, she puts on an all black lab coat which has her name embroidered on it in red. Okkote owns an oversized, blue, hooded jacket with a human brain painted on the back. She wears a pair of black pants and her special coat when it's cold out. 

What brings them to Ikebukuro?:

Okkote was born in Ikebukuro but moved to America with her family at age ten. She was able to graduate from from high school at sixteen due to her impeccable grades. She was then recruited by W.H.I.T.E.O.U.T and rose to head the Research and Development branch. Okkote was rushed off to medical school immediately against her wishes and soon graduated. Unfortunately, finding a job was much harder than she'd expected. Okkote's life became so boring she began to use a colorful plethora of recreational drugs. When her family intervened, Okkote was sent to a rehabilitation center. During her time there, she realized there had to be a way to produce drugs that didn't wreck the body so she could continue using them without worry. Okkote returned to Ikebukuro at nineteen in order to finish an important experiment for her gang. Okkote managed to create a set of drugs which cause hallucinations, a state of ecstasy, and an extreme energy boost without damaging the body. She's manufactured many forms of cocaine and recreated other various narcotics which don't appear in tests or harm the mind either for sale or use of her own. A large pharmaceutical company offered her a job when she produced a painkiller with twice the potency and none of the side effects. They allow her to utilize their laboratory for whatever purposes she wishes. A little after Okkote turned twenty, she began performing surgeries for the less fortunate. In secrecy, it's not to help others but more to satisfy her growing sadistic streak. 

Personality:

Okkote comes off as a very sweet, comforting, young woman, but she happens to be quite different. Her frequent drug use left her a bit scattered and drifty. She's easily confused and has a habit of snorting loudly and rubbing her nose. Occasionally, this causes her nostrils to bleed. Okkote has trouble trusting people and dislikes it when others are too touchy or try to hug her. She has an extremely dark sense of humor and her sadism has grown a bit out of control. Masochism is also something she enjoys, but only in small doses such as scrapes or minor cuts and burns. Okkote adores old school practical jokes, her favorite being giving out pieces of rubber gum. She used to be able to sing gorgeously, but now her voice is far too raspy. Okkote is rather selfish, but tries to be kind around people she enjoys.
